NeuStar, Inc. announced that it has partnered with mobile phone operator SFR to bring Windows Live Messenger to SFR's 18 million customers in France. The NeuStar team has worked within mobile operators and handset manufacturers core businesses and therefore understand customer needs first-hand. This, together with NeuStar’s spirit of innovation, design and customer focus, NeuStar is working closely with the industry to deliver next generation messaging and services.

SFR customers now will be able to access Windows Live Messenger directly from their mobile phones using the same login information
and enjoying the same feature-rich experiences and buddy lists that they would on their desktop PCs. Users can download the service from the SFR website to a number of mobile handsets. NeuStar Clients are field-proven applications that have been developed to meet the needs of operators and handset manufacturers. NeuStar was the first third party IM application to be integrated into a manufacturer’s handset.

NeuStar was selected by SFR to provide NeuStar's innovative Mobile Messaging Gateway solution,
which enables operators to roll out PC-based Instant Messaging solutions to the mobile environment quickly and easily. The engaging MMG solution is familiar to users, and therefore intuitive to use. Managed External DNS Service, the Company’s product, fully utilizes the Directory Services Platform by keeping customer DNS information up-to-date and available worldwide.

Allen Scott, general manager of NeuStar Next Generation Messaging (NGM) said:
"More and more operators across the globe are realizing that they can generate revenue and user loyalty by rolling out mobile Instant Messaging services to their customers. We knew that it would be rewarding to provide a service to SFR because they always want to offer their customers the best possible solution. It has been great working with them to bring this project to fruition."

NeuStar, Inc. has developed the Number Portability Administration Center to support the implementation of Local Number Portability.
LNP is the ability of a phone service customer in North America to retain their local phone number and access to advanced calling features when they switch their local phone service to another local service provider. LNP helps ensure successful local telephone competition, since without LNP, subscribers might be unwilling to switch service providers.

NeuStar not only delivers cutting edge technology but also gives tailored expert advice to help operators successfully launch their own IM services
. NeuStar’s dedicated Service Marketing team work hand in hand with customers to provide the tools needed for service success. From advising on the right handsets and target groups to messaging, promotion, measurement and reporting; NeuStar’s Service Marketing team provides individual support to get the best out of next generation messaging services.
